PUBLIC HEARING NOTICE

The City of Qulin will hold a public hearing at 5:30 pm Wednesday, May 22, 2024, at the Qulin City Hall, located at 245 D Street, to discuss the City of Qulin’s submission of an Competitive Cycle application for the fiscal year 2023/2024 Community Development Block Grant (CDBG) program. The City of Qulin is interested in obtaining all citizens’ input on community development needs within the City of Qulin. As part of the hearing process, citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community. The City of Qulin needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as comments relating to the proposed project application. The State has established a maximum application request for each category. 

Activities that are eligible for funding include the improvement of Community Facilities, Demolition, General Infrastructure, and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons. No displacement of persons is anticipated.

The City of Qulin is proposing to repair the existing roadbed, address settlement issues, overlay, as well as pave several sections of various streets within the city of Qulin. The area to be addressed is bounded by several streets north of D Street, which includes, but is not limited to, portions of First, Second, Third, Fourth and Fifth Street.  The total project cost is estimated at $500,000. The city proposes to contribute $5,000 in cash with grant funds of $495,000 needed to make up the balance. The project, if funded, will benefit at least 61.63% low to moderate income persons. All citizens, including those in the targeted area, are encouraged to attend to comment on the proposed activities.
